נוהל ישראלי חדש לגבי תנועה של אזרחים בינלאומיים בשטחים הפלסטינים הכבושים מעורר מחאה בקרב אירגוני זכויות אדם
ארצות הברית מאיימת על ישראל בסנקציות על אשרות נסיעה אליה במידה וישראל תחיל את הנוהל החדש אשר מגביל את תנועתם של אזרחים בינלאומיים בשטחים הכבושים. הנוהל החדש צפוי לפגוע במיוחד באקדמאים פלסטינים אשר אשרותיהם יוגבלו והם יאלצו לסיים את התואר שלהם בפרק הזמן הקצר ביותר. גם חוקרים עצמאיים צפויים להיפגע מן הנוהל החדש אשר משאיר את שיקול הדעת ביחס לחופש האקדמי של הפלסטינים בידיו של מתאם הפעולות .בשטחים הנוהל החדש בן 92 העמודים אמור להחליף קובץ קיים בן ארבעה עמודים בלבד.
הנוהל החדש מתיר סמכויות נרחבות לשיקול הדעת של מתאם הפעילות בשטחים הכבושים להחליט מי זכאי לקבל אשרת כניסה לישראל ומי לא הנוהל צפוי להשפיע במיוחד על אקדמאים פלסטינים אשר ידרשו להוכיח למתפ”ש שהמחקר שלהם חשוב לשלום האיזורי ושהם מצטיינים בו. ארגוני זכויות אדם העוסקים בחופש אקדמי מחו כנגד נוהל זה.הנוהל צפוי להחמיר את הפגיעה בחופש התנועה של הפלסטינים ולגרום נזק כבד למוסדות ההשכלה הגבוהה הפלסטינים אשר יתקשו לגייס חוקרים ללא זכאות לאשרות.

The Israeli authorities delayed
plans to restrict internationals’ travel in
the occupied WB
in response to a letter filed by
an Israeli human rights organization
A vast number
of protocols and procedures
issued by Israel’s Coordinator of
Government Activities in the Territories
(COGAT)
govern the lives of people living
in the West Bank and Gaza Strip
. Among other things,
these policies
regulate movement of people
and access for goods.
They determine, for example
, the criteria one needs to meet
in order to request
a permit to visit a sick relative
, attend a family celebration,
relocate, take up academic studies,
participate in professional training,
or to receive a permit to work in Israel,
import and export goods
and much, much more.
The great volume of procedures
is indicative of Israel’s ongoing
and extensive control over
the lives of Palestinians
in Gaza and the West Bank.

Restrictions on the movement of Palestinians

According to B’Tselem, following the 1967 war,
the occupied territories
were proclaimed
closed military zones.
In 1972,
general exit orders
were issued allowing residents
of those territories
to move freely between
and the Gaza Strip
. Following the First Intifada by 1991,
the general exit orders were revoked,
and personal exit permits
were required
. According to B’Tselem,
a measure of overall closure
of the territories was enacted
for the first time in 1993
, and would result in total closures
